It could be argued that this is only because they are illegal - look at what happened during the U.S. experiment with prohibition in the 20's - Buggsy Malone and crew spring to mind.

Anyone who's been designated driver at the end of a pub crawl will appreciate that booze does not flatter the drinker nor encourage good social skills.  For a great take on this perspective check out The Streets' "The irony of it all" - fantastic stuff even if a little exaggerated.
