if they did cancel it, how many other events will be plagued with the same things? world cup? Olympics? CL final? FA Cup? everything would be targetted

Cancelling the tournament would be a boon to the perpetrators' cause, but avoiding that publicity boost is far from sufficient basis to justify its continuation. What ought to be the decisive factor is the risk of another attack and the feelings of the participants.
