The reason it doesn't work is that it's outdated, and applying the rules as they are with impartiality is nigh on impossible. If people get banned they come back under an alias, some members are inevitably given more leeway as they are part of the furniture etc. IMHO it would be better if we had a fully transparent system which was workable and easy to understand. There should be clearly laid down guidelines as to what is and what isn't OK, and transgressors should be sorted nice and quick. If you are a genuine Liverpool fan, by and large the forum should welcome you on and not seek to ban you indefinately. We should allow all banned Liverpool fans back IMHO with a clean slate.
It should be a yellow for bad behaviour which stands for a week or two, followed by a straight red which also stands for a week or two. The new rules though ought IMHO to be rigorously applied.
Here's my stab at a few guidelines:
Abuse of other members with the use of words such as c... and w@nker should not be tolerated. "Funny" abuse though should be OK (I'm talking SOME of Lando and Barry's here), but if it is sustained it should result in a card.
P!ss taking of people's "illnesses" or family members, be they their kids or mothers or whatever should not be tolerated. Out of order and a straight card.
Racism, overt anti OOTerness, homophobia and the like should be stamped out instantly. Any comments which allude to fans not having a clue because they are a girl/American/young etc shouldn't be allowed.
Comments such as some of Aces recent ones where he has appeared to wish that Owen prospers in a Man Utd shirt shouldn't be allowed either. They are inflammatory IMHO and invite spats.
All in all though it should be simple. Get on someones case with a bit of abuse and there should be a warning on the open forum (none of this PM nonsense) if it's not too bad. If it is, there should be a card. Once someone is banned for a couple of weeks or whatever the mandatory period is, if they come back under a pseudonym, they should be banned for life. Whether or not they agree with the penalty, if the system is fair and transparent they should respect the decision and the process.
I think it would make the forum better, and some of the better posters who are currently banned could come back and make the forum better than it currently is.

I kind of agree although not totally. In the main, I think if someone is a genuine fan we should be coming at it from the angle that we don't really want to ban people. I disagree with you usually Lando on the odd occasion you talk about football, but that doesn't mean I don't want to read your input.
In the main, my point is exactly that we shouldn't be banning people forever, people should be able to carry on on their merry way by and large, provided they aren't totally out of order.
So we agree on much, even though it doesn't seem so. Where we differ, is that I do think that if there is a set of rules, then by and large they should be stuck to. If you want to go down the route of having a no rule forum, then fair enough although I suspect there wouldn't be that many members. As it is though I think most people have better things to do with their time than come onto the internet to be called a c... by some c... who they've never met before and aren't going to meet, if you get my drift. I personally come on the forum to talk football mostly, have a wind up a bit, have a laugh etc etc but not to come in for shedloads of abuse that I can do little about*
*I hasten to add here that I don't actually come in for shedloads of abuse, and I think this is where you might be misunderstanding me. being called a c... by yourself or by Barry or whoever else has only happened to me rarely on here, and on the occasions that it has it hasn't exactly caused me to lose sleep. It's been more tiresome than stressfull, and when I'm talking about the forum as of now I'm not in any way shape or form complaining about the treatment I get, because I don't get any.
My point is a more general one, hence it being in general chat. Anyway, you clearly think the forum is just fine as it is which is cool. I think it's just fine too, although I do believe it would be better if some of the banees were allowed back on. I'd say exactly the same if you were one of them.

Ah the old impartial modding again I seeI do agree that Lando's post is witty and a good read though, like I say I enjoyed it myself.
Anyway without wanting to get sidetracked into a bout of silliness, I do think the forum would be improved both by a modification of the card system, and if some of the old faces were back.
