Heres the solution. Do as proposed. Now you need to find work, and you also need help financially to pay for a child minder while your working. The child minder has to be paid and you have to find a way to benefit yourself. You go through all the details with the jobcenter to find a way to make it worthwhile. If you work you have to pay back the social loans (if you have any) and also make it worthwhile. As in you wont be in work long if you are employed earning £250 a week while costs (rent, council tax etc) are totalling £400 a week. You have to come to an agreement with the jobcenter to ensure your livelihood.
So now the agreement is in place. You get working tax credits. You get help with the nanny. Both parents are now part time employed. They both work 16 hours minimum.
Both parents are working. Everybody is happy. Governments happy, we are helping the stats, Jobcenter is happy, 2 more people off the dole. The parents are happy....
They both become child minders looking after there own kids for 16 hours each a week !

The way child minders work, they have to be qualified and when it comes to requesting a child minder they have to meet the requirements asked for. Its all down to the parents to choose who they would like as a minder for there children.
