I dont think I can send stuff from my laptop to my desktop - I usually just e-mail myself stuff and look at it on the other computer through a gmail account.

What S@int says is true sometimes. For instance in my job I have reservations for each mac address (every card has one), and if you don't make the reservation, it won't grant the IP. Normally that's something you might want to set if you make a Domain or a workgroup.
However, you didn't have to do any of that with your previous computers no? If you hadn't to do that with your other computers at home, I reckon it shouldn't be necessary this time. But try it, it won't make any harm that you learn to fiddle with the router.
The best candidate so far is that the network card is faulty in my humble opinion.
You can check the state of the devices, with Windows+R and then, instead of cmd, type devmgmt.msc (device management)
Then go to the network cards in that tree, and check whether there's some sort of ! icon. Not meaning the one that appears in the bottom right corner, but in this tree.
