As Prime Minister, Manhattan would introduce the following reforms:
1- Full referendum on further EU membership
2- Reintroduce death penalty for worst offences.
3- Reintroduce corporal punishment, Singapore style.
4- Long-term stable council house residents will simply be given their homes to own, which puts them on the property ladder, and also reduces government expenditure.
5- More council housing built, but smaller in size with simple layouts for ease of upkeep and simplicity for maintenance.
6- Local councils downsized in scope and authority. Council tax greatly reduced or abolished. If it exists, it will be means tested. Pensioners, the incapacitated and the disabled shall not pay council tax or rent charges. Poor low-income residents shall pay either nothing, or a small nominal fee.
7- Parliament of England established. The UK becomes a fully federal nation.
8- All public transport shall be free at the point of service. If public transport is funded through taxation, then you should not be forced to pay twice for it.
9- All monthly/quarterly electricity, gas and water bills abolished and replaced with metered systems which are more economical and prevents wastage and overuse.
10- Additional nuclear power plants constructed.
11- Fines for banks who grant mortgages without clear assurances that the lender can afford the repayments. Fines for credit card companies who grant credit to those without clear proof of suitable income.
12- Withdrawal of all British troops from every region in the world which is not a British possession or territory.
13- Either downsizing of the BBC to only one TV channel, one website and one radio channel, or full privatisation, with the money from the sale going to the people of the nation.
14- Disestablishment of the Church of England and all other state churches.
15- More economical vehicles produced. Incentives and tax breaks offered to motor companies to produce vehicles which run on alternative fuel. Incentives and tax breaks also offered to petroleum companies to diversify their products to include alternative fuels.
16- Solar panels placed on the roof of all houses and buildings and all open practical spaces exposed to daylight.
17- Construction of wind turbines in coastal and hill areas.
18- Extensive overhaul of general infrastructure like streetlights, parks, roads, council estates, railways, etc...
19- Abolition of student loans and restoration of grants.
20- Restrictions of NHS facilities to drunks, people involved in nightclub fights, people suffering from illnesses caused by unhealthy lifestyles despite medical advice to change (such as smokers, drinkers, junk food eating etc...). Abolition of privatised cleaning staff and reintroduction of ward matrons and in-house cleaners and hygienic staff.
21- Reduction in British interference in foreign conflicts.
22- Reduction of salaries, benefits, and expenses for politicians.
23- Benefits for disabled, incapacitated, elderly, and the poor will have their income raised by state benefits.
24- Unemployed given payments while they actively look for work, which must be appropriate to their skills, qualifications and experience, and provide them with a good living wage suitable for a reasonable standard of living.
25- People allowed to leave school at 14 if they find work or sign up to a vocational training program. People from 14-16 will do their O-Levels. Upon completion, they can leave school if they find work or sign up to a VTP. People from 16-18 will do their A-Levels. Upon completion, they can also leave school and either find work, sign up to a VTP, or attend university.
Anyone who is not working, in a VTP, at university shall take part in a form of national service doing community work, various types of training, etc...The only exceptions will be those who are disabled, elderly, or incapacitated, but even they may be offered activities to take part in if they so desire and feel up to it. This national service/community work will be offered to all from age 14 to retirement age and beyond.
26- Legalisation of all drugs and legalisation of prostitution. Both industries shall be regulated and taxed. A code of professional trading standards shall be established for both.
