Well if he sticks to that mantra, I've no hesitation is saying that results and performances will improve dramatically. It'll mean him sitting on his hands from a selection point of view, fighting the addiction to change, but if he does it there is no question in my mind he has the ability to be a success in English football.
If he picks a settled team (not of course the same team in every single game) then I would advocate giving him another season in charge.
Recent interviews and rumours (like saying "it's you that's done that" after West Ham) make me think Rafa's getting fed up with players not performing and is going to ditch rotation.
His rotation mantra is that the player coming in should be able to perform to a decent level. I think he's lost faith in some of the squad and so will stick to in-form players (yay). It may also mean that no-one, not even Gerrard, is guaranteed a place in the team.
Not to state the obvious but that's how it should always have been. It does hint that Rafa is willing to change his style though.
