I can’t speak for Peewee, but I get the impression he is referring to the league and not the domestic and European cup competitions.
In the cup competitions the team has been spectacular, I doubt anyone would say otherwise, but in the league the team has underachieved and keeps on doing so. It’s not the case of winning trophies to keep Rafa in his position; it’s about building a team and using the right methods to force a sustained challenge and capture of the Premiership.
If Rafa cannot for whatever reasons bring Liverpool into strong league title contention with the club’s rivals then he has to go, it’s as simple as that.
