Arsenal spent a lot of money - it wasn't as much as Chelsea etc but for 5 years they were buying a lot of players on big wages. When they stopped they stopped winning.
How many titles have they won since 04 - none - that's nearly a decade now.
So you can't count Arsenal when it's clear they spent to buy players to win them the league a few times over a 5 year period. How about Blackburn the other team to win the prem - nope they were backed by Walker and his money.
So no one has won the league with spending money for decades .
