that would be the norm

I think you're right, which could be good or bad. The original agreed fee was 19 I think, and I'd heard 17 for the new deal, but it seems maybe there's no agreement, which personally I prefer.
"The 23-year-old has moved to the Boleyn Ground from Liverpool for the remainder of the 2012/13 Barclays Premier League campaign, with the Hammers having the option to complete a permanent deal for an undisclosed fee next summer."

Suarez, Borini, Morgan, Sterling, Downing? Nah, we now need two more players comfortable up front (anywhere along the top three), before I'm happy with our business this season.

He was never a Liverpool player. It was a shocking signing by Kenny and the best thing to do is to correct a mistake rather than persist with it. There is no doubt that Andy excells when the ball is played in the air... a midtable method of play.
Carroll is a fish out of water in a pass and move system, and Suarez looked half the player when the big geordie was up alongside him. As well as his previous knowlegde of him, Rodgers will have had a good look at Andy in training.. Its there where the pass and move methodology is honed.
Good luck to the lad, Big Sam will suit him perfectly.
