Dont see why Suarez couldnt play as a WF in a 4-3-3. Suarez is quick, has great dribbling ability and could still be very dangerous,
playing as a WF is not like a winger. He wouldnt be sticking to the byline trying to get crosses into the box.
Disregarding the obvious fact of him not being used to the position and it being a gamble how effective he would be, I can still find 3 major problems with Suarez playing the wide role..
1) When we dont have possession, I dont trust that Suarez has it in him (in terms of awareness and positioning) to track the fullback.
2) Who do we have who is better at the central role ? Before anyone says Borini, the 2 are not even comparable in terms of scoring record, experience, ability...etc. Not to mention the fact that Borini is new to the club and has never played at the highest level consistently wherever he has been.
3) Why? What do we stand to get out of it ? It's been repeated over and over that Suarez will likely be moved to the flank but I just dont understand it. His best work is done from deeper positions where he can receive the ball and run at the (usually) slower centerbacks committing them and opening up the central space for other players. Moving him to the flank if anything would limit his option on the ball. Would also force him to cut in repeatedly making him much more predictable and probably leading to us losing possession more often than not. He's not that good a passer of the ball and if anything he's usually guilty of not passing it when the pass is on. Can see him and us being frustrated by that especially if we dont have a top striker in the central role.
All in all, instead of building our attacking force around Borini I'd rather bring players in to support Suarez playing the central role. He's a proven goal scorer and if we can improve the creative players around him (the wide players) then I can see him becoming much more effective in his current role.
