how old is the car in question and what mileage has it clocked up?.
the power steering levels will differ depending on whether the engine is hot or cold.the fluid expands with heat so only go by the cold reading and that should be level with the min mark on the container holding the fluid.you will not see when to change it on the maintenance manual as it isnt supposed to be changed at either a minor or major service.the fact that its discoloured would indicate a problem.get a syringe and suck the old fluid out and then top it back up again with new stuff and see if it improves performance.if the fluid is milky then its water contamination if its black then it possibly is oil but 5 euro for some ps fluid is a cheap way to find out.if it is the pump that needs changing then get one from a breakers yard rather than buy a new one as a second hand one will only set you back a quarter of the price and if the car is old then its not worth buying a new one for it.
do you have new tyres? and is the pressures correct?.
can you hear the pump grinding on full steering lock?.
the wheel alignment shouldnt affect the power steering unless its seriously off and believe me you would notice if it was and more so at high speeds.you can only get an alignment done in a garage as its a specialised machine needed.it isnt or shouldnt be expensive to get it checked.it costs around 30 euro here to have it realigned and it takes about ten mins.
if its an old car with a lot of miles then it could be a seal or a pipe that has corroded and just needs replacing at very little cost for materials.
all of these are worth exploring first if you are afraid of being fleeced by a mechanic.
im not a mechanic but i do all my own maintenance and only ever leave a car in to a garage if there is something seriously wrong and you need specialised equipment to do the job.other than that id have a go myself and its worth it for the experience and knowledge you gain.
anyway as you have already learned a football forum probably isnt the best place to be asking for this advice so i would suggest you seek out a good toyota forum where you can see the problems and solutions other toyota drivers with your model have experienced regarding ps problems and solutions.
hope you get it sorted quickly and with minimum cost to yourself.

Thanks for the reply.

It's a '99 model and has 200.000K's on the clock. It's a 4.2l Diesel.

I'll usually have a go at things like this myself (like you do) to gain experience and knowledge. I've since found out that the ps pump is gear driven by the engine. At some point in time the ps fluid levels have gotten low (I found a weep on the pump), and therefore the pump sucks engine oil into it's system busting the seal in the process. I've flushed it out a few times to clear the oil but apparently I need a knew pump anyway? So, I'll just get a reconditioned on for half the price.
