Help, how to make banner on bottom of comment

can anyone help me on how you design and insert a banner at the bottom of your comments, or can they design one for me, im not great with computers and would very much like one,

I had an awesome one, which I've lost, so put a gif instead, not the same, but there you go.

sounds lik a plan lads but the mods wudnt lik it, what bout big soto or andy sure ther the next best thing haha

i drew somethin up but havent a clue how to turn in into a banner, im nothin more than a paint man myself
