Once again it's all relative, yes he does have to make top 4, damn right he does, that's where we belong. So long as he's backed properly or gets to keep the squad he has then that should be the minimum expectation. Just because people are speculating (bearing in mind our current financial plight) that he might have less to work with (than Rafa), and that should that happen, getting back into the top 4 might be difficult, it doesn't mean that he will have it any easier than Rafa.
I don't think many fans have an 'anyone but Rafa' attitude BUT, and I think you lose sight of this over and over again, many fans had lost COMPLETE faith (just because you hadn't) in Rafa's ability to turn things around next season, particularly with the financial contraints. It's that complete lack of faith/belief that has led many to fancy a manager of Hodgson's comparitively low profile to be able to come in and do a better job.
