Directors are ultimately responsible, but the manager runs the playing side on a day-to-day basis. A club like Liverpool doesn't have a strong charachter director who overrules the manager. The manager obviously chooses the players to buy and the team playing aspect. So, the decline is the result of the manager's failings, while the board is guilty of letting it continue for far too long. If Houllier is still allowed to continue and bring us towards fruther mediocrity, then the directors are guilty of over indulging by giving him too much time.
