According to several sources, Smicer is aware of the offer, but is wanting to discover whether he has a future at the Anfield giants once a new manager is appointed.
Smicer, 31, has one year left on his current contract, but many believe it is unlikely the player, currently with the Czech Republic's squad preparing for Euro 2004, will be offered an extension at Anfield.
Smicer has had a mixed time at Anfield showing flashes of undoubted quality but has been plagued by niggling injuries and phases of inconsistency.
He was signed by former boss Gerard Houllier in the summer of 1999 from French club Lens to replace Real Madrid bound Steve McManaman.
