the only other country in NW africa not on the coast is mali but they didnt paly in the qualifiers tat year

im afraid they did, first time they tried to qualify was for the 2002 World cup. so that's the answer

Mali entered the 1966, 1994, and 1998 tournaments but withdrew on all three occasions, taking to the world stage for the first time in 2002.
