I think conspiracy theories are great even though I don't tend to believe most of them. I think they do serve to remind us that not everything is as it seems at first sight, and not everything our leaders tell us is above questioning. They also serve to show that many of the things that our leaders say and do are not without ulterior motives and are open to question.

From the invasion of Iraq and the introduction of new draconian Laws, to using disasters to take bad news off the front pages, nothing is too outragious or sacred to be twisted and used.

How many people would actually be shocked to discover our esteemed leaders occasionally lied to us. I think more would be shocked by the "occasionally" part these days. We should all keep questioning, sifting through evidence, holding them to account for their words and deeds, and if we don't like the answers we get, look deeper.

From Pearl Harbour, to the Concentration camps, and the return of the Russian prisoners of war, our leaders have kept secrets that would have caused outrage if they had been revealed at the time. Maybe some conspiracy theories will eventually be revealed to have some element of truth and defended in the same way.

Study: Many Blacks Cite AIDS Conspiracy
Prevention Efforts Hurt, Activists Say

More than 20 years after the AIDS epidemic arrived in the United States, a significant proportion of African Americans embrace the theory that government scientists created the disease to control or wipe out their communities, according to a study released today by Rand Corp. and Oregon State University.

That belief markedly hurts efforts to prevent the spread of the disease among black Americans, the study's authors and activists said. African Americans represent 13 percent of the U.S. population, according to Census Bureau figures, yet they account for 50 percent of new HIV infections in the nation, according to the Centers for Disease Control and Prevention.

Nearly half of the 500 African Americans surveyed said that HIV, the virus that causes AIDS, is man-made. The study, which was supported by the National Institute of Child Health and Human Development, appears in the Feb. 1 edition of the Journal of Acquired Immune Deficiency Syndromes.

More than one-quarter said they believed that AIDS was produced in a government laboratory, and 12 percent believed it was created and spread by the CIA.

A slight majority said they believe that a cure for AIDS is being withheld from the poor. Forty-four percent said people who take the new medicines for HIV are government guinea pigs, and 15 percent said AIDS is a form of genocide against black people.

At the same time, 75 percent said they believe medical and public health agencies are working to stop the spread of AIDS in black communities. But the responses, which varied only slightly by age, gender, education and income level, alarmed the researchers.

"As a researcher knowing that these beliefs were out there, I wasn't as surprised as people I share the study with," said Laura Bogart, a behavioral scientist for the Rand Corp., who co-authored the study with Sheryl Thorburn, associate professor in the College of Health and Human Sciences at Oregon State.


"But the findings are striking, and a wake-up call to the prevention community," Bogart said. "The prevention community has not addressed conspiracy beliefs in the context of prevention. I think that a lot of people involved in prevention may not be from the community where they are trying to prevent HIV."

The findings were also no surprise to Na'im Akbar, a professor of psychology at Florida State University who specializes in African American behavior.

"This is not a bunch of crazy people running around saying they're out to get us," Akbar said. The belief "comes from the reality of 300 years of slavery and 100 years of post-slavery exploitation."

Akbar cited the Tuskegee experiment conducted by the federal government between 1932 and 1972. In it, scientists told black men they were being treated for syphilis but actually withheld treatment so they could study the course of the disease.

Today, he said, African Americans are more likely to live in communities near pollution sources, such as freeways and oil refineries, and far from health care centers. "There are a lot of indicators that our lives are not valued," Akbar said.

Phill Wilson, executive director of the Black AIDS Institute in Los Angeles, said past discrimination is no longer an excuse for embracing conspiracies that allow HIV to fester.

"It's a huge barrier to HIV prevention in black communities," Wilson said. "There's an issue around conspiracy theory and urban myths. Thus we have an epidemic raging out of control, and African Americans are being disproportionately impacted in every single sense."

Black women made up 73 percent of new HIV cases among women in 2003, and black men represented 40 percent of new cases, according to the most recent federal figures available. Among gay men, blacks represented 30 percent of new infections, and adolescents ages 18 to 24 accounted for nearly 80 percent of new HIV cases.

"The whole notion of conspiracy theories and misinformation . . . removes personal responsibility," Wilson said. "If there is this boogeyman, people say, 'Why should I use condoms? Why should I use clean needles?' And if I'm an organization, 'Why should I bother with educating my folks?' The syphilis study was real, but it happened 40 years ago, and holding on to it is killing us."

Was the "introduction" of AIDS a mere accident of nature, or is AIDS a biological experiment to rid the world of homosexuals, Blacks and other "undesirables"? Ever since the AIDS epidemic became "official" in June 1981, there have been persistent underground rumors that AIDS is a man-made epidemic with a genetically engineered (HIV) virus which was deliberately introduced into American gays and African blacks for diabolic purposes. Although many people poo-poo such ideas as paranoid thinking, there is circumstantial evidence that supports the AIDS germ warfare theory. The "official" story supplied by the top AIDS expert, Robert Gallo, is that the AIDS virus originated in African green monkeys and somehow "jumped species" into African blacks. From there it supposedly spread to Manhattan via the Haitian connection.

    By repeating this story hundreds of times, government agencies and the media have turned the official monkey story into "fact." For some reason, the experts and the media are silent about certain facts about AIDS that don't fit in the "official" story. AIDS in America traces back to hepatitis B experiments that were performed on thousands of gay volunteers between the years 1978-1981. The experiment began in Manhattan in November, 1978, when over 1,000 homosexuals and bisexuals were injected with the experimental vaccine. To be eligible for the experiment, the men had to be young, healthy, promiscuous, and under the age of 40. Most of the men chosen were white.

    Three months after the experiment began at the New York City Blood Center, the first AIDS case was discovered in a young white Manhattan gay. Beginning in March, 1980, similar vaccine experiments took place in Los Angeles, San Francisco, St. Louis, Denver, and Chicago. In the fall of 1980, the first AIDS case was reported in a young, white, San Francisco gay man. A CDC report in August, 1981, of the first 26 AIDS cases showed that all were gay and previously healthy; 20 were from Manhattan; 6 were from Los Angeles and San Francisco; 25 were white; the average age was 39; and most were well-educated. This is essentially the epidemiological profile of gays who were injected in the hepatitis B study.

    The experiment was directed by Wolf Szmuness, M.D., a Pole who was taken prisoner by the Russians in World War Two, and sent to Siberia. After the war, he was trained as a medical doctor in the Soviet Union. He returned to Poland and defected from the communists in 1969. Arriving penniless in New York City, he got a job as a lab technician at the NYC Blood Center. Within a decade he was made Professor of Epidemiology at Columbia University, and was placed in charge of the gay hepatitis study. Through the State Department connections he was allowed to return to Moscow to speak as a hepatitis expert. Szmuness died in 1982 from cancer. In the decade before AIDS, the cancer virologists were busy learning how to transfer viruses from one animal species to another, in order to create a cancer-causing virus that could destroy the immune system. The purpose was to artificially create cancer in the laboratory. Thus, the laboratory virologists discovered how to make animal viruses "jump species." These genetically engineered animal viruses "jumped species" when researchers planted them into cancerous human cell cultures. Some of the people involved in deliberately infecting animals with cancer-causing and immunosuppressive viruses were later put in charge of the CDC-sponsored hepatitis B trials, which used gay men as guinea pigs. The virologists were aware of the possibility that one of these dangerous, altered cancer viruses might escape from their high-tech labs. Nevertheless, the researchers were determined to prove that animal cancer viruses could cause human cancer. In 1973 a Biohazard Conference convened in Asilomar, California. The purpose was to set up government agencies and epidemiological "cohorts" of people, in the event that one of these genetically engineered viruses escaped from the laboratory.

    A few years later, New York, San Francisco and Los Angeles gays who volunteered for the hepatitis vaccine experiments became the cohorts the government scientists required to prove the spread of the cancer-causing, animal-derived AIDS virus into the gay community. Strangely, no virologist has ever mentioned the possibility that AIDS could have come from a lab virus forced to "jump species." The green monkey theory has recently been challenged by some expert virologists who believe HIV is more closely related to animal viruses, such as bovine leukemia virus and sheep visna virus. The public has been told that AIDS originated in Africa years ago. As proof, the experts originally claimed that old, stored African blood was "positive" [sic] for AIDS. Later, these tests were shown to be false-positive.

    The fact is that AIDS cases in Africa and Haiti started to appear around the same time that gay cases were reported in Manhattan. Furthermore, a study of old, sexually-inactive people in Kampala, Uganda, were tested. None showed HIV infection, proving that AIDS has not been around "for years" in central Africa.

    On May 11, 1987, The London Times carried a cover story connecting the World Health Organization's African smallpox vaccine programs with the outbreak of AIDS in central Africa. Even Robert Gallo agreed that the WHO vaccine program, which inoculated millions of blacks, could have awakened the "dormant" AIDS virus. This extremely important story was killed in America, and the story never appeared on TV or in any major newspaper. The idea of AIDS as a biological experiment is not without precedent. Over the past few decades, there is proof that government agencies have repeatedly exposed people to biological agents in secret experiments authorized by government agencies.

    The most well-known and notorious experiment was performed on poor Alabama blacks infected with syphilis. In this Tuskagee experiment, the racist doctors wanted to determine what would happen to black men if they were not treated for syphilis. The physicians wanted to "follow" the progress of the infection until the men died and autopsies were required. The doctors told the men they had "bad blood." The men were never told they had syphilis, and curative penicillin treatment was never offered. As a result, the men unknowingly spread syphilis to their wives, lovers, and children. This experiment was conducted under the auspices of the U.S. Public Health Service for forty years (1932-1972).

    Lack of space prohibits further discussion of the circumstantial evidence that indicates AIDS was "introduced" onto the planet for diabolical purposes, and then covered-up in the same way that the "final solution" against the Jews was concealed by world government leaders.

    The "official" African monkey story does not adequately explain how a black African heterosexual epidemic could have transferred itself into a white homosexual epidemic in Manhattan, or how AIDS could have started in Africa and in New York City at the same time.

Is AIDS Man Made?
The Strecker Memorandum

We have a story to tell you, a very strange story that affects you, me, and every other human being on earth. A story that must be taken seriously by the governments of every nation in the world because there may not be many humans left to govern by the turn of the century, or shortly thereafter. A story so bizarre, and so sinister that, if it were not that it is all true, it would make a great science fiction thriller. (Interestingly enough, Lorimar Pictures of Hollywood purchased the rights to Dr. Strecker's life story.)

The story begins in 1983 with Dr. Robert B. Strecker, M.D., Ph.D. Dr. Strecker practices internal medicine and gastroenterology in Los Angeles. He is a trained pathologist and holds a Ph.D. in pharmacology. Dr. Strecker and his brother, Ted, an attorney, were preparing a proposal for a health maintenance organization (HMO) for the Security Pacific Bank of California. They needed to know the long-term financial effects of insuring the treatment of AIDS patients. Inasmuch as this information was not readily available in 1983, both brothers began researching the medical literature to learn what they could about this relatively new disease. The information they uncovered right from the beginning was so startling to them, so hard to believe, that it would dramatically alter both their lives and lead them on a five-year quest culminating with the creation of The Strecker Memorandum, the most controversial video tape of our time and a remarkable set of documents called "The Bio-Attack Alert."

WHAT THEY DISCOVERED

Right there in the medical literature for anyone to read for themselves was, basically, proof that the AIDS virus and pandemic was actually predicted years ago by a world-famous virologist, among others. They found that top scientists writing in the Bulletin of the World Health Organization were actually requesting that AIDS-like viruses be created to study the affects on humans. In fact, the Streckers unearthed thousands of documents all supporting the man-made origin of AIDS.

Meanwhile, the government was telling everyone that a green monkey in Africa bit some native and started AIDS. As their research continued, it became obvious from the documentation that the virus itself was not only created as requested, but actually deployed, and now threatens the existence of mankind because it does what it was designed to do: cause cancer in humans via a contagious virus. Eventually, the Streckers came to realize everything the government, the so-called AIDS experts and media were telling the public was not only misleading, but out and out lies. . . .

THE SCARIEST PART

The most dreaded fear that all oncologists (cancer doctors), virologists, and immunologists live with is that some day cancer, in one form or another, will become a contagious disease, transferable from one person to another. AIDS has now made that fear a reality. If you think you are safe because you are not gay or promiscuous, or because you are not sexually active, then you must watch The Strecker Memorandum very carefully. . . .

THOUSANDS ARE ALREADY DEAD

Over one hundred thousand Americans have already died because they didn't know the truth about AIDS. Approximately 23 million Americans are already infected. More than 1 in 60 babies born in New York City is infected; three in 100 college students in America [one in 33] is infected; one in 20 aliens applying for amnesty is infected, including men, women and children . . . .

WHY A VIDEO TAPE?

One of the first things the Streckers did was to try and tell their medical and legal colleagues what they were finding in the literature. Some were interested; most were not. Certainly no one was prepared to risk their professional standing by making waves within the establishment. Ted Strecker compiled some of the most damaging documents into a report he called "The Bio-Attack Alert" and sent it to every Governor of every state, the President, the Vice-President (George Bush), the FBI, the CIA, the NSA, and selected members of Congress. He got a grand total of three replies from three governors, nothing from the government. Both he and Dr. Strecker were laughed at and ridiculed at every turn. As an example, Dr. Strecker told the government in 1985 that virtually every person testing positive for AIDS would die prematurely and painfully. The government said that was nonsense. Their figures showed that maybe ten percent at most would die from the disease. In 1986, the government said maybe 50 percent of those infected would die, in 1987, they said maybe 75 percent, in 1988 they finally agreed with Dr. Strecker that AIDS is virtually 100 percent fatal. We could go on with facts Dr. Strecker unearthed that the "experts" said were wrong and now accepted as the truth. Dr. Strecker, like a good scientist, submitted paper after paper with his findings published in Europe. Again, closed doors. What to do? Dr. Strecker did not feel he could take the time from his practice and his research to write a book. On the other hand, everyone has a TV and now most households have a VCR. The time involved to make a video is nothing compared to writing a book, and so the video The Strecker Memorandum was created. It is 96 minutes of the most startling, controversial, and information-packed video you will ever see. It disputes virtually everything the American public is being told by the government, so-called AIDS experts, and the media. In fact, after seeing it YOU will know more about AIDS than 99 percent of all doctors in America.

MUSIC IS NOTHING IF THE AUDIENCE IS DEAF

With the video made, it seemed a simple matter to advertise it and the world would now become aware of what it was facing, right? Wrong! The fact that you are even reading about The Strecker Memorandum now is a minor miracle by itself, inasmuch as TV stations have refused to advertise it. TV and radio time brokers that sell blocks of commercial time have refused to sell us time. TV station managers have refused to even air programs containing interviews with Dr. Strecker. A national radio network did an interview with a famous talk show host and Dr. Strecker-and then refused to run it. Virtually every big name network television magazine show and all the syndicated TV interviewers and talk show hosts have said NO to Dr. Strecker. Big city newspapers will not take any print ads telling about it, and so it goes. WHY? What is in The Strecker Memorandum that sends a cold chill down the spine of most media executives?

WHY IS EVERYONE AFRAID OF
THE STRECKER MEMORANDUM?

The excuse we hear over and over is that it is too controversial. Too controversial? They say that this information, if widely disseminated, will cause the public to panic. If someone had poisoned our water supply and you and your family could die, wouldn't you want to know about it? Would you panic? Or would you more likely be outraged and try to find out who did it and punish them? We feel the only persons who might panic are those scientists who willingly or otherwise created AIDS and are now promoting misinformation by covering it up. . .

THINK OF YOUR FAMILY AND FRIENDS
-NOW THINK OF THEM DEAD

It may take a while before the words "species threatening" sink in, because the term has rarely been used before to describe an existing human condition. But once you realize the implications of that term and realize that, unlike any other kind of disease ever known to man, past or present, AIDS can, if unchecked kill every human on earth, then your outlook and attitude regarding everything in life must change. Whether you like it or not and despite all your precautions, the time will come when you will test positive for AIDS, and it can happen much quicker than you realize.

IT'S OUT THERE

The number of AIDS-infected people is doubling approximately every 12 months, and in some areas even sooner. With 23 million Americans carrying the virus, you don't have to be a rocket scientist to see how long we have here in the U.S. Africa has, conservatively, 75 million infected; some estimates double that. Brazil as a country is in serious jeopardy because all through the 1970's they were buying their blood supply from Africa. On top of that, the World Health Organization conducted a large scale small pox vaccination program there in the 1970s (for the full implications of that see The Strecker Memorandum). Southern Japan has at least 30 percent infected with HTLV-I, the leukemia-causing virus (although you will never hear about that on TV). Haiti of course, is ravaged by AIDS; more than 20 percent of the people are infected and getting worse every day. And so it goes. Virtually every nation on earth with few exceptions (Iran is one) is reporting a growing problem. It's on every continent, every sub-continent, and every island chain, Atlantic and Pacific. So why won't the media or government tell you these things? Is it too controversial for you to handle? Are you going to panic?

IS THERE ANY HOPE

Yes and no. No, if you are waiting for the government to create a magic bullet. As you will see in The Strecker Memorandum, part of the problem is that all the various AIDS viruses are recombinant retroviruses. Very simply, that means they have the ability to recombine with the genes of any cell they enter and the offspring or new viruses they form are different from the parent viruses. HTLV-III alone (that's the most common American AIDS virus) has the mathematical ability to change itself 4 to the 9,000th power. The common cold recombines much less frequently and we haven't found a cure for it after a hundred years. Besides, does it make much sense to entrust the cure for AIDS to the same people that may have created it?

Yes, there is hope if Dr. Strecker and a growing number of realistic scientists are correct in looking at alternative, non-allopathic, non-drug modalities based on Raman spectroscopy. In fact, much research is going on now that offers great promise. Unfortunately, our government takes a dim view of any type of treatment for any type of disease-let alone AIDS-that does not conform to its rigid rules for acceptance, registration and legalization. Of course the FDA would definitely like to see an allopathic drug treatment or cure presented by an ethical drug company or university. Well, we don't think that's going to happen. Because of this attitude, much experimentation in America must go underground, underfunded, or out of the country entirely. Again this is explained further in The Strecker Memorandum.

BE BOLD AND MIGHTY FORCES WILL COME TO YOUR AID-OR MIGHTY FORCES WILL COME AND KILL YOU

An ominous personal aspect of this story has been the sudden and unexpected deaths of two of the key players. First, Dr. Strecker's brother, Ted Strecker, was found shot to death in his home in Springfield, Missouri, an apparent suicide, on August 11, 1988. Was Ted Strecker suicidal? Perhaps. In the past he suffered from depression and monumental frustration at the relative lack of interest in his findings. Dr. Strecker spoke with him the night before his death. Ted was cheerful, in good spirits, and looking forward to certain new developments that promised progress. The next day he was found dead, his 22-caliber rifle next to him. No message, no goodbyes to anyone. Officially a suicide. Next, Illinois State Representative Douglas Huff of Chicago was found alone in his home, dead from an apparent overdose of cocaine and heroin, on September 22, 1988. Representative Huff did everything in his power to make the Illinois State Legislature and the people of Chicago aware of Dr. Strecker's work. He was very vocal, gave many press interviews, was constantly on television and radio urging people to wake up to the coverup concerning AIDS. Did Representative Huff use drugs? Perhaps. Was he an addict? No. Would he have known how dangerous a massive overdose of cocaine and heroin was? Yes, of course. Cause of death: officially a stroke. Dr. Strecker has serious doubts that his brother killed himself. Representative Huff's associates doubt he died accidentally, and yet they are gone. Who's next?

IGNORANCE IS BLISS, OR IS IT SUICIDE?

We all know it is easier for a king to have a lie believed than a beggar to spread the truth. Well, we are spreading the truth about AIDS. Unfortunately, it isn't pretty. But the fact is, you are not being told the truth by the government or the so-called AIDS experts. The media, for reasons of their own, will not present information contradicting the official propaganda. So you can choose to go along with the same people who gave us brain cancer (SV-40 virus) as a result of their contaminated polio vaccines in the early 1960's, a polio-like disease from their contaminated Swine Flu Vaccine in the 1970's; and AIDS from their smallpox and hepatitis B vaccines; or, you can at least make yourself aware of the clear and present dangers that we all face by watching The Strecker Memorandum. The cost of the tape is nominal, but we submit that remaining ignorant can cost infinitely more.

Lockerbie: Conspiracy theories

The allegations that Iran, not Libya, was behind the Lockerbie bombing in December 1988 are not new.

But the assertion by a former Iranian intelligence official, Ahmad Behbahani, that he was responsible for all "terrorist" operations carried out by the Iranian Government beyond its borders - including the Lockerbie bombing - may have an impact on the current trial in the Netherlands of the two Libyan suspects in the case.

The prosecution alleges that a bomb was planted on Pan Am Flight 103 by the two, Abdelbaset Ali Mohamed Al-Megrahi and Al-Amin Khalifa Fhimah, alleged to have been members of the Libyan intelligence services.

The two accused, for their part, have consistently said they are innocent and pointed at Syrian-backed Palestinian extremists.

At the time of the bombing, however, it was Iran that was immediately the leading suspect.

Iran's alleged motive for carrying out the attack was assumed to be a desire for revenge for the shooting down of an Iranian civilian flight by the US warship, the Vincennes, killing all 290 passengers and crew aboard, on 3 July 1988.

Iran's Ayatollah Khomeini vowed at the time that the skies would "rain blood" in revenge.

Now, though, there are suggestions that Mr Behbahani might himself be motivated by a desire for revenge against the current Iranian government.

The Palestinian connection

Those who maintain that Iran was behind the attack say Tehran sponsored one of a number of radical Palestinian groups to actually carry out the attack.



Eleven people were killed when the plane came down on Lockerbie


Mr Behbahani told the CBS 60 Minutes programme he himself had first suggested the plan to bomb the Pan Am flight to Ahmad Jibril, who heads a Syrian-backed armed group, the Popular Front for the Liberation of Palestine-General Command (PFLP-GC).

This organisation was a prime suspect in the immediate aftermath of the Lockerbie attack, but has denied any involvement.

Mr Behbahani also said Iran spent 90 days training a group of Libyans for the operation.





The trial is taking place before a team of Scottish judges, not a jury

This would fit in with another theory, that the Lockerbie bombing could have been ordered, planned and carried out by a coalition of Iranians, Libyans and Palestinians.

Libya is alleged to have been motivated by a desire to avenge the 1986 US bombing of Tripoli and Benghazi.

There are those who go even further, claiming that the trial at Camp Zeist is a cover-up of kinds, in which the two Libyan suspects are the 'fall-guys' in the whole affair, allowing any governments involved to claim that justice has been done, and the affair brought to a close.

The US and Israel

There is one more theory, more convoluted and startling than these, that brings Israel, the CIA and US Military intelligence, or the Defence Intelligence Agency (DIA), into the frame.

An internal investigation by Pan Am is believed to have found that the bomb planted on Flight 103 was put on the plane during a stop-over in Frankfurt, and not in Malta by the Libyan suspects, as alleged by the prosecution in the trial.

The Pan Am report is believed to have concluded that the bomb was not aimed at the killing of Americans in general, but was targeted specifically to kill a small band of DIA operatives that had uncovered a drugs ring run by a "rogue" CIA unit in Lebanon.

The CIA unit is alleged to have been selling drugs to raise funds to buy the freedom of six US hostages held by Hezbollah in Lebanon at the time.

The drugs-ring and the connection to Hezbollah is said to have been set up by Israeli Mossad agents.

A FORMER Scottish police chief has given lawyers a signed statement claiming that key evidence in the Lockerbie bombing trial was fabricated.

The retired officer - of assistant chief constable rank or higher - has testified that the CIA planted the tiny fragment of circuit board crucial in convicting a Libyan for the 1989 mass murder of 270 people.

A FORMER Scottish police chief has given lawyers a signed statement claiming that key evidence in the Lockerbie bombing trial was fabricated.

The retired officer - of assistant chief constable rank or higher - has testified that the CIA planted the tiny fragment of circuit board crucial in convicting a Libyan for the 1989 mass murder of 270 people.

The police chief, whose identity has not yet been revealed, gave the statement to lawyers representing Abdelbaset Ali Mohmed Al Megrahi, currently serving a life sentence in Greenock Prison.

The evidence will form a crucial part of Megrahi's attempt to have a retrial ordered by the Scottish Criminal Cases Review Commission (SCCRC). The claims pose a potentially devastating threat to the reputation of the entire Scottish legal system.

The officer, who was a member of the Association of Chief Police Officers Scotland, is supporting earlier claims by a former CIA agent that his bosses "wrote the script" to incriminate Libya.

Last night, George Esson, who was Chief Constable of Dumfries and Galloway when Megrahi was indicted for mass murder, confirmed he was aware of the development.

But Esson, who retired in 1994, questioned the officer's motives. He said: "Any police officer who believed they had knowledge of any element of fabrication in any criminal case would have a duty to act on that. Failure to do so would call into question their integrity, and I can't help but question their motive for raising the matter now."

Other important questions remain unanswered, such as how the officer learned of the alleged conspiracy and whether he was directly involved in the inquiry. But sources close to Megrahi's legal team believe they may have finally discovered the evidence that could demolish the case against him.

An insider told Scotland on Sunday that the retired officer approached them after Megrahi's appeal - before a bench of five Scottish judges - was dismissed in 2002.

The insider said: "He said he believed he had crucial information. A meeting was set up and he gave a statement that supported the long-standing rumours that the key piece of evidence, a fragment of circuit board from a timing device that implicated Libya, had been planted by US agents.

"Asked why he had not come forward before, he admitted he'd been wary of breaking ranks, afraid of being vilified.

"He also said that at the time he became aware of the matter, no one really believed there would ever be a trial. When it did come about, he believed both accused would be acquitted. When Megrahi was convicted, he told himself he'd be cleared at appeal."

The source added: "When that also failed, he explained he felt he had to come forward.

"He has confirmed that parts of the case were fabricated and that evidence was planted. At first he requested anonymity, but has backed down and will be identified if and when the case returns to the appeal court."

The vital evidence that linked the bombing of Pan Am 103 to Megrahi was a tiny fragment of circuit board which investigators found in a wooded area many miles from Lockerbie months after the atrocity.

The fragment was later identified by the FBI's Thomas Thurman as being part of a sophisticated timer device used to detonate explosives, and manufactured by the Swiss firm Mebo, which supplied it only to Libya and the East German Stasi.

At one time, Megrahi, a Libyan intelligence agent, was such a regular visitor to Mebo that he had his own office in the firm's headquarters.

The fragment of circuit board therefore enabled Libya - and Megrahi - to be placed at the heart of the investigation. However, Thurman was later unmasked as a fraud who had given false evidence in American murder trials, and it emerged that he had little in the way of scientific qualifications.

Then, in 2003, a retired CIA officer gave a statement to Megrahi's lawyers in which he alleged evidence had been planted.

The decision of a former Scottish police chief to back this claim could add enormous weight to what has previously been dismissed as a wild conspiracy theory. It has long been rumoured the fragment was planted to implicate Libya for political reasons.

The first suspects in the case were the Syrian-led Popular Front for the Liberation of Palestine - General Command (PFLP-GC), a terror group backed by Iranian cash. But the first Gulf War altered diplomatic relations with Middle East nations, and Libya became the pariah state.

Following the trial, legal observers from around the world, including senior United Nations officials, expressed disquiet about the verdict and the conduct of the proceedings at Camp Zeist, Holland. Those doubts were first fuelled when internal documents emerged from the offices of the US Defence Intelligence Agency. Dated 1994, more than two years after the Libyans were identified to the world as the bombers, they still described the PFLP-GC as the Lockerbie bombers.

A source close to Megrahi's defence said: "Britain and the US were telling the world it was Libya, but in their private communications they acknowledged that they knew it was the PFLP-GC.

"The case is starting to unravel largely because when they wrote the script, they never expected to have to act it out. Nobody expected agreement for a trial to be reached, but it was, and in preparing a manufactured case, mistakes were made."

Dr Jim Swire, who has publicly expressed his belief in Megrahi's innocence, said it was quite right that all relevant information now be put to the SCCRC.

Swire, whose daughter Flora was killed in the atrocity, said last night: "I am aware that there have been doubts about how some of the evidence in the case came to be presented in court.

"It is in all our interests that areas of doubt are thoroughly examined."

A spokeswoman for the Crown Office said: "As this case is currently being examined by the SCCRC, it would be inappropriate to comment."

No one from the Association of Chief Police Officers in Scotland was available to comment.

over the last few weeks i have been told by A FORMER Scottish policeman that the it took the British police over 4 hours to get the site locked off and to have enought policeman there to start an investigation......But he did tell me that the CIA were there and up and running in under 3 hrs? ???
