Don't see why not.  I see you can use layer manipulation on GIMP.  That's all I do with the ones on here.

Fireworks MX 2004 and Animation Shop 3.  That's all.  :)

Adobe Imageready is also great in creating banners if you do not have Macromedias fireworks.
